What is the rule when a school bus displays flashing red lights?

Flashing red lights on a school bus tell all drivers to stop to protect children loading or unloading. The required action depends on the road layout. On two-lane roads or when there is no physical barrier separating opposing traffic, traffic from both directions must stop. On divided highways with a barrier, traffic in the opposite direction may not have to stop, while traffic in the same direction as the bus must stop. Stay stopped until the red lights stop flashing and the bus resumes motion.
